The Wisconsin State Hospital for the Insane opened in 1860. It was built on a site near Madison purchased by commissioners of the Wisconsin State Lunatic Asylum (authorized in 1854 but never constructed). The Wisconsin Institution for the Education for the Blind was established by citizens of Janesville in 1849 and incorporated as a state supported institution in 1850. The Wisconsin State Prison at Waupun was opened in July 1851. It was under the jurisdiction of the State Board of Supervisors (WIHV87-A1267) in 1881, then the State Board of Control (WIHV85-A2106) in 1891. Until the opening of the Women's Prison at Taycheedah (see WIHV88-A50) in 1933, it served as a maximum security facility for both men and women and since then for men only. The Wisconsin Institute for the Education of the Deaf and Dumb opened in Delavan in 1852, administered by a board of trustees. In 1885, the institution's name was changed to the Wisconsin School for the Deaf (chapter 56). The administrator of the school was also placed under the Board of Control (WIHV85-A2106) at this time.
